A statement to that effect came from head of the State Duma defense committee Victor Zavarzin, when he addressed journalists with comments on the June 8th meeting of the Russia-NATO Council at the level of defense ministers. The Alliance is urging Moscow to believe that the European missile defense shield would not be targeted against Russian nuclear deterrent capabilities. However, political statements alone are not enough, Zavarzin said, adding that attempts by a country or a group of states to violate or change the balance of deterrent forces could have an unpredictable effect.
